Interserve, ISG and Kier are among the winning contractors appointed to the new North East Procurement Organisation framework, which could be worth up to £1bn.
NEPO had to restart the procurement process in 2012 after it abandoned the North East Improvement and Efficiency Partnership framework.
An OJEU notice was issued in December 2012 to find new contractors for the framework, for which work was estimated at anywhere between £90m and £1bn.
The new framework will include design and construct projects, and construct-only schemes including refurbishment or remodelling of existing properties
Local authorities who use NEPO are: Darlington Borough; Durham County; Gateshead; Hartlepool Borough; Middlesbrough; Newcastle City; Northumberland County; Redcar & Cleveland Borough; South Tyneside; Stockton Borough; and Sunderland City councils.
The four lots are for construction-only projects over £4m; construction-only projects under £4m; design and build projects over £4m and design and build projects up to £4m.
