NHP launches Hospital 2.0 Alliance procurement process

The New Hospital Programme (NHP) has launched the formal procurement process for its Hospital 2.0 Alliance framework.

This strategic, long-term, multi-supplier framework agreement will be used by Trusts across the country to appoint Alliance Partners who will provide the detailed design, construction and handover of individual new hospital schemes between 2025 and 2040.

The Selection Questionnaire (SQ) process will run until early May 2025, when suppliers will be shortlisted. The tender process will run until Autumn 2025 with places on the framework expected to be awarded towards the end of the year.

In addition, NHS England will launch its ProCure24 framework with Crown Commercial Service to support the wider NHS Estates and Facilities work beyond the New Hospital Programme. We’re excited to bring this to market in 2026.

Background

In January 2025 the Rt Hon Wes Streeting MP, Secretary of State for Health and Social Care, launched the NHP Plan for Implementation. This confirmed that NHP would be backed by up to £15b of investment for each five-year spending period, averaging £3b a year by 2030.

The plan confirmed that 16 schemes would start construction between 2025 and 2030, including seven sites constructed primarily with reinforced autoclaved aerated concrete (RAAC) which were already proceeding at pace due to the substantive safety risks to staff and patients. Government announcement on review of New Hospital Programme

The Rt Hon Wes Streeting MP, Secretary of State for Health and Social Care, has today made a statement in the House of Commons about the New Hospital Programme.

He set out the outcome of the review into the programme that was carried out last year, and announced that an NHP Plan for Implementation has been published. It includes current expectations for delivery of schemes, and cost estimates, based on current assessments as of January 2025, following the review into the NHP and agreement to 5-year waves of investment.

South West ‘Meet the Contractor’ Event

  • Hear about our plans for future healthcare infrastructure delivery in Plymouth and Truro and the local skills and employment opportunities these projects will provide.
  • Attendees will be able to meet and network with main contractors and other interested local businesses directly.

 

The New Hospital Programme is preparing to host our first ever South West ‘Meet the Contractor’ event on Thursday 7 November 2024 in Plymouth. The event is focused on upcoming supplier opportunities with the Royal Cornwall Hospitals NHS Trust and University Hospitals Plymouth NHS Trust.

Companies of all types and sizes (including small and medium sized enterprises) from a broad range of sectors are invited to register to attend the event and snap up the opportunity to meet the Trusts, the New Hospital Programme, main contractors (BAM and Mace Willmott Dixon Healthcare), T Clarke and other local businesses in person, to find out more about plans for future healthcare infrastructure delivery in Plymouth and Truro and the local skills and employment opportunities these will provide.

Willmott Dixon and BAM will be sharing their views on some of the practical issues facing the local supply chain in the delivery of these major capital projects; and TClarke will share their insight on existing local skills gaps, and specific accreditations they’ll be looking for from local businesses in their supply chain.

A series of round table discussions will be held to give businesses an opportunity to share their thoughts on what is needed to enable them to help us deliver the hospitals. We will also hold a discussion on what organisations can do differently to help us to deliver local priorities during the construction period.

The event will comprise of keynote sessions where attendees can hear more about the Women and Children’s Hospital in Truro, Cornwall, and Urgent and Emergency Care facility at Derriford Hospital and find out how they can get involved in delivering these critical new local investments in healthcare across the Peninsula.

Cornwall Construction Skills Advisory Board and Building Plymouth will be sharing their views on how these projects are an opportunity to work together to invest in skills for local communities.

New Hospital Programme Market Update

On Monday 29 July the government made an announcement about the New Hospital Programme. The Chancellor Rachel Reeves made a ministerial statement in the House of Commons announcing that there was to be a review of the programme, to ensure it had a ‘thorough, realistic and costed timetable for delivery’. We welcome this review and the opportunity it provides for us to ensure the programme is on the soundest possible footing, ahead of pivoting into full-scale delivery.

The review will focus on how we can improve the deliverability and certainty of the schemes currently within the programme. It will be undertaken by the Department for Health and Social Care (DHSC), and we are currently working with the NHP sponsors within the Department to formalise the terms of reference of the review.

With regards to timing, it will be undertaken quickly and efficiently, and we anticipate it will be completed by September – ensuring minimal impact or delay. The NHP procurement of a Programme Delivery Partner is ongoing.

We will share further details as soon as we know more.

New Hospital Programme Autumn Market Update

Five major hospitals to be rebuilt as part of over £20 billion new hospital infrastructure investment

  • Government remains committed to delivering all schemes announced as part of the New Hospital Programme, which is now expected to represent over £20 billion of investment in new hospital infrastructure.
  • Five hospitals constructed mostly using reinforced autoclaved aerated concrete (RAAC) will be rebuilt by 2030 as part of the New Hospital Programme.

Patients and staff will benefit from safe, state-of-the-art new facilities and improved care as the government announced its commitment today (Thursday 25 May) to rebuild five major hospitals by 2030, as part of the New Hospital Programme. For the first time, the government has confirmed a record investment of over £20 billion is expected to be spent on new hospital infrastructure.

The five hospitals are Airedale in West Yorkshire, Queen Elizabeth King’s Lynn in Norfolk, Hinchingbrooke in Cambridgeshire, Mid Cheshire Leighton in Cheshire and Frimley Park in Surrey. This is on top of two of the worst affected hospitals – West Suffolk Hospital in Bury St Edmunds and James Paget Hospital in Norfolk.

Health and Social Care Secretary Steve Barclay said: “These five hospitals are in pressing need of repair and are being prioritised so patients and staff can benefit from major new hospital buildings, equipped with the latest technology.

“On top of this I’m strengthening our New Hospital Programme by today confirming that it is expected to represent more than £20 billion of new investment in hospital infrastructure.”

Going forward, new schemes will be considered through a rolling programme of capital investment in hospital infrastructure to secure the building of new hospitals beyond 2030.

It will mean further future investment to upgrade NHS facilities across the country, with details to be agreed periodically to provide greater future certainty, and will allow more than 40 new hospitals to be built in the longer term.

Senior Responsible Owner of the New Hospital Programme Natalie Forrest said: “This is a significant milestone for the New Hospital Programme, as we continue to progress with delivering facilities for staff and patients at the cutting edge of modern technology with the experience of those who will use these hospitals at the heart of our focus.

“We’re continuing to build healthcare infrastructure that improves patient care – including modern designs, creating single rooms ensuring maximum natural light and access to outdoor spaces. This new design will reduce the workload of NHS staff through digital solutions, well designed flow and designated areas for staff recuperation.

“I look forward to continuing to work with all Trusts already in the programme and welcoming the new ones into the New Hospital Programme.”

What is the status of the New Hospital programme schemes?

Two schemes are already complete and five are in construction. By next year, more than 20 will be underway.

The government remains committed to delivering all schemes announced as part of the New Hospital Programme, which is now expected to represent over £20 billion of investment in new hospital infrastructure.

The government is on track to deliver the manifesto commitment to build 40 new hospitals in England by 2030.

A long-term rolling programme.

The government recognise the need for continuous investment in healthcare infrastructure.

Therefore, the New Hospital Programme will become part of a rolling programme of investment in new health capital infrastructure to deliver new hospitals up to 2030 and beyond.

This will mean further future investment to upgrade NHS facilities across the country and improve care for staff and patients, with details agreed every five years to provide greater certainty. This will mean more than 40 new hospitals will be built in the longer term.

Programme Delivery Partner Market Update Briefing

On 17th May 2023 the New Hospital Programme (NHP) held a Market Update Briefing Session with regards to the potential Programme Delivery Partner (PDP). The Market Update Briefing Session was an opportunity for NHP to update suppliers within the market about the PDP following the market sounding activities that took place from January to March 2023. The session included updates on the following; Hospital Transformation, Delivery, Design, Digital and Commercial.
